Hilperton Parish Council will be holding an extraordinary meeting on Tuesday 7th November.
It will start at 6.00pm in the village hall lounge, NOT the main hall. The lounge can be accessed from the side of the building nearest to the playing field.
The main reason for the meeting is so that members of the public, and the parish council, can receive a presentation from, and ask questions of, a director of Charlcombe Homes regarding their amended plans for housing south of Devizes Road ‘adjacent’ to The Grange.
The original application was objected to by the parish council, refused by the local WC planning committee, and an appeal against the decision was dismissed. However, the High Court has now quashed the appeal decision and so a new Hearing will take place sometime in the future.
Meanwhile, the applicant has drastically amended plans which they seek public comment on.

The parish council will be holding a special meeting at the village hall in Whaddon Lane on Tuesday 5th September.

The meeting is to enable the parish council to begin to formulate its response to the current WC consultation on future housing allocations for the area and the proposed settlement boundary for the village. The views and opinions of residents are crucial to this.

Late last year the parish council agreed to fund extra grass cutting throughout the parish.
idVerde quoted for the work which involved additional grass cutting at the churchyard, Lacock Gardens, Wyke Road (junction of Foxglove Drive and Towpath Road), Millards Close and Stourton Park.
The extra cuts have NOT been carried out and the parish council is investigating what has gone wrong.

After some delays caused by the change in parish boundary which came into force on 1st April 2017, I am delighted to report that we now have a draft plan and supporting documents which can be published. The documents are available for download below. The next stage of the project is a 6 week consultation period during which various statutory bodies and of course parish residents can submit comments on the draft plan.
The consultation period runs until 30th June 2017 and a form on which comments can be made is also available for download. Printed copies of the documents will be on display by 20th May 2017 at various locations including the Churches, village hall, the primary school, garden centre, Lion & Fiddle and Trowbridge library. There will also be a presentation on the draft plan at the village fete on 10th June 2017 where copies of the response form will also be available.
Once all the comments have been received and analysed, they will, where appropriate be incorporated into the documents which will then be sent to Wiltshire Council for examination. Eventually a referendum will be held on the agreed plan which will only be adopted if the majority vote in favour.

Draft Consultation Statement
The project to create a Neighbourhood Development Plan for Hilperton has been running for about a year now.
The draft plan is ready for consideration and comment by the residents of the Parish (Reg 14 consultation).
It, and supporting documents, can be downloaded using the Neighbourhood Plan link at the top of this page.
Hard copies can be viewed at the village hall, the local churches, Hilperton School, the Garden Centre, the Lion & Fiddle, Marsh Road Stores, and Trowbridge Library.
The deadline for comments to the draft is 30th June 2017.
During the consultation period there will a presentation of the draft plan at the village fete on 10th June at the playing field in Whaddon Lane.
The main point was that the PC agreed unanimously NOT to increase its precept (council tax) for 2017/18.
It also agreed its support for St. Michael pre-school with its possible move to new premises adjacent to the village hall, set aside funds for increased grass cutting for Hilperton play areas and open spaces, increased funding for play equipment repair/replacement, and increased the budget allocation for traffic calming etc.

Following the decision made by Wiltshire Council in July, to transfer some 200 houses from Hilperton to Trowbridge, the parish council considered its position. It agreed to seek legal advice and this was received from both a solicitor and counsel.
Following this a Letter Before Action was sent to Wiltshire Council.
A reply was received and, after very careful consideration, the parish council decided that it would not proceed with a Judicial Review against Wiltshire Council.
Over the next few weeks, all houses in the parish should see an A4 size ‘brown envelope’ drop through their letterbox!!
It will contain a parish council newsletter and, more importantly, a Housing Needs Survey from Wiltshire Council.

Candidate information packs will be available from Wiltshire Council from Thursday 15th October. Completed nomination forms have to be returned to Wiltshire Council between 10.00am and 4.00pm starting from Friday 16th October. The deadline for receipt of nominations is 4.00pm on Friday 23rd October.
