In 2000, Hilperton Parish Council thought that the village needed a Village Design Statement. The purpose of the Statement was to ensure that developments within the village of Hilperton, complemented, rather than detracted from, the existing character of the village.

The production of the Statement was fully funded by the Parish Council, with the content being developed by residents of the village. The process which brought the project to fruition was long and demanding, making Hilperton only the third village in West Wiltshire to produce a Design Statement
